Despite the fact that presence of a heat island over city was established quite long time ago, now there is no versatile algorithm for determination urban intensity. The proposed models either take into account only one or several factors formation an do not consider physical reasons difference in thermodynamic conditions between and countryside. In this regard, it impossible to make forecast determine optimal methods reducing intensity arbitrarily chosen wide range its characteristics climatic conditions.
